Western Australians recognised in the Queen’s Birthday 2022 Honours List

84 remarkable West Australians have been recognised in the Queen’s Birthday 2022 Honours List for their exceptional service or achievement in our community.

The Governor-General and Chancellor of the Order of Australia, His Excellency General the Honourable David Hurley AC DSC (Retd), today announced 84 outstanding and inspirational Australians who have been recognised in the Queen’s Birthday 2022 Honours List.

Included in the list are:

  • Recipients of awards in the General Division of the Order of Australia
  • Recipients of awards in the Military Division of the Order of Australia
  • Meritorious awards
  • Gallantry, Distinguished and Conspicuous awards

Governor-designate, Commissioner Chris Dawson APM will formally invest Western Australian recipients with the insignia of their appointments and awards at an Investiture Ceremony in September.

Recipients announced in the list will be invested with their awards either by the Governor-General at Government House in Canberra or by the State Governors.

 Western Australian recipients

 Western Australians were recognised across the following categories:

 Officer (AO) in the General Division of the Order of Australia

  • Mr Alan John Bansemer – For distinguished service to public administration, particularly health through leadership and policy development.
  • Dr Carmen Mary Lawrence – For distinguished service to the people and Parliaments of Australia and Western Australia, to conservation, and to arts administration.
  • Dr Ruth Elizabeth Shean – For distinguished service to public administration, and to not-for-profit and community health organisations.

Member (AM) in the General Division of the Order of Australia 

  • Emeritus Professor Marcus David Atlas – For significant service to tertiary medical education, and to otolaryngology.
  • Professor Graham David Barrett – For significant service to ophthalmology, and to professional organisations.
  • Professor Meredith Louise Borland – For significant service to emergency medicine, particularly paediatrics, and to medical research.
  • Professor Dennis Gordon Eggington – For significant service to the Indigenous community of Western Australia.
  • Mrs Catherine Hughes – For significant service to immunisation.
  • Ms Diana Susanne Jones – For significant service to conservation and the environment.
  • Emeritus Professor Neil Morgan – For significant service to public administration in Western Australia.
  • Mrs Carmel Margaret Stefanoff – For significant service to youth through Girl Guides.
  • Mr Geoffrey Macquarie Stooke OAM – For significant service to rugby union, to sports administration, to business, and to the community.

  • Warrant Officer Thomas Stuart Costello – For meritorious service to the Submarine and Surface Forces as a Warrant Officer supporting improved workplace relationships, technical mastery and empowerment.

Conspicuous Service Cross (CSC)

  • Chief Petty Officer Luke Anthony Masterson – For outstanding achievement in the performance of duty as the Deputy Marine Engineering Officer HMAS Waller.

Conspicuous Service Medal (CSM)

  • Lieutenant David James Edgell – For meritorious devotion to duty as the Deputy Weapons Engineering Manager at Fleet Support Unit – West.
  • Leading Seaman Aaron Graeme Hill – For meritorious devotion to duty as Communications Supervisor at Australian Clearance Diving Team Four.
  • Chief Petty Officer Shayne Kessey – For meritorious achievement to the Royal Australian Navy in the fields of personnel and technical seaworthiness management.
  • Chief Petty Officer Clinton Gregory Metcalfe – For meritorious achievement as the Royal Australian Navy Technical Advisor to Kiribati.
  • Corporal Marcee Kiwa Thompson – For meritorious achievement as a Patrol Commander in the 2nd Squadron, Pilbara Regiment.

Australian Police Medal (APM)

  • Senior Constable Kylie Jane Bell – For distinguished service to the Western Australia Police Force since 2002, particularly for her work as a detective.
  • Senior Sergeant Glenn Charles Dowding – For distinguished service to the Western Australia Police Force since 1986 in a range of operational roles.
  • Detective Inspector Quentin Flatman – For distinguished service to the Western Australia Police Force since 1990 in a range of roles.
  • Superintendent Noel Patrick Gartlan – For distinguished service to the Western Australia Police Force since 1989, particularly for his work as the State Emergency Coordinator’s Directorate during the COVID-19 pandemic.
  • Sergeant Kylie Marie Velios – For distinguished service to the Western Australian Police force since 2002, particularly for her work in prosecuting family domestic violence (FDV) matters.
  • Commander Scott Matthew Warner – For distinguished service to the Western Australia Police Force since 1984 in a range of roles, including as Police Commander of Operation Tide during the COVID-19 pandemic.

Australian Fire Service Medal (AFSM)

  • Mr Jonathan McLean Broomhall – For outstanding service to the fire and emergency services in WA since 1994 through a range of roles.
  • Mr Harold James Moir – For outstanding service to the Volunteer Fire and Rescue Service since 1974.
  • Mr Alan Gordon Pugh – For outstanding service to the Kalamunda Volunteer Fire and Rescue Service since 1974.
  • Mr Michael Teraci – For outstanding service to the fire and emergency services in WA since 1982 through a range of roles.

Ambulance Service Medal (ASM)

  • Ms Wendy Lee-Ann Price – For outstanding service to St John Ambulance WA since 2009 as a Volunteer Emergency Medical Technician.
  • Mr Ian James Telfer – For outstanding service to St John Ambulance WA and the regional Western Australian community.
  • Mr Craig Ronald Telford – For outstanding service to St John Ambulance WA in a range of frontline paramedic roles.

Emergency Services Medal (ESM)

  • Mr Christopher Craig Brien – For outstanding service to Surf Live Saving Western Australia through frontline operational and management roles in the Esperance region.
  • Mr Patrick William Shinnick – For outstanding service to Marine Rescue in Western Australia since 1984.
  • Mr Kenneth John Summers – For outstanding service to Surf Life Saving through a range of emergency response roles.

Australian Corrections Medal (ACM)

  • Ms Carrol Johns – For outstanding service to Western Australia Corrective Services as a Prison Officer, particularly for her work in providing Aboriginal cultural knowledge and awareness.

Public Service Medal (PSM)

  • Ms Angela Kelly – For outstanding public service in the Western Australian health system, particularly during the COVID-19 pandemic.
  • Ms Joanne Maree Stampalia – For outstanding public service in operational reform and modernisation of the Courts and Tribunals of Western Australia.
  • Mr Raymond William Warnes – For outstanding public service in leading significant organisational reform of the Western Australian Corruption and Crime Commission.
